the council approved a skateboard ordinance which gives Haleyville
Police officers a legal means of controlling a problem for downtown
Haleyville. The ordinance prohibits skateboarding, roller skates and
other non-motorized vehicles in the Haleyville business districts and
on streets that are also state highways. Skateboarding is permitted in
areas that are not considered a business area but the riders must obey
certain rules of safety. The ordinance does prohibit the same from any
public use area, i.e., library, senior citizens building and parks.
First offense witnessed by a police officer is the skateboard is
confiscated for 7 days and a fine not to exceed $25 or both. Second
offense, the fine can go to $50 with ever increasing fines and
forfeiture of the skateboard or device. If the offender is a minor,
then the parents are held responsible and subject to a fine. Any parent
or guardian who knowingly permits their minor child or ward to violate
any of the provisions of this article shall be guilty of contributing
to the delinquency of a minor. |
