Paulette Richie & Beverly Donaldson explain the loss of funding regarding the Haleyville Youth Club to City Council

Mayor Albright and all council members present.
The council approved the following:
1. Regular council meeting minutes 8/15/06
2. City retirees 7% cost of living raise
3. Endorsement to TVA to recommend the repair of Big Bear Dam in Franklin County.
4. Requested Winston County's help in clean-up of the old Frontier property.
5. Hired Gary Adams and Lushion Loveless as street and sanitation employees.
6. Purchasing a new voice recorder for the police department that was damaged beyond repair by lighting. The council approved a resolution that made this an emergency situation and not subject to the bid laws. The recorder will cost between $12 and 15 thousand dollars and should be mostly covered by insurance.
7. Heard a report from Johnny Thompson who stated the planning commission had the authority to impose sub-division regulations outside the city limits and ask that the city do so to cover the police jurisdiction (1.5miles).  This policy assumes the sub-division may come into the city limits.
The mayor stated that qualifying dates for the two seats on the city school board will be September 19, deadline October 3. Position 2 is currently being held by Barry Tidwell, and position 3, by Royce Benefield.

During the comments from the audience:
Beverly Donaldson, director of the Haleyville Youth Club, an after school and summer program, stated that funding to the housing authority was being cut, in turn her funding had been cut. The Youth Club has been serving 90 children, reduced to 40 with an increase in fees brought on by the cut. Donaldson stated that the need for operating salaries is immediate. She stated that she can operate through September, but afterwards was in jeopardy due to the cuts in the housing authority funding for the program.
Paulette Richie, director of the Haleyville Housing Authority, explained how grant funding had been cut. This funding was used to help fund the Youth Club. She also explained that there would be flat rent increases from $60 to $80 a month on Oct 1.
No action was taken by the council.
The next regular meeting of the Haleyville City Council will be Tuesday, Sep 19, 6 p.m. at city hall.
